How I can legally sell a shirt that has a character in the film and his phrase on it with a lot of money?

I saw a projection of a movie and had a character and a catch phrase that will be popular and I wanted to jump on it and make some shirts with it. Do I have to get the rights for that or there are other companys that will take my shirt to get the rights and sell it and just give me a bit of money for each shirt you sell? No I have a lot of money or marketing to sell. Are mechandising rights not expensive?
