What programs would a T-shirt graphic design professional?

What programs would a T-shirt graphic design professional use? I guess Illustrator or Photoshop. But the use of vectors, or even the use of raster graphics for printing? Or both for different occasions?

If only for the T-shirt image design, I would use both Photoshop and Illustrator, depending on the needs of the printer. Some manufacturers claim vector graphics. Others are fine with raster graphics, as long as they are in a high enough resolution.
